Dr. Hadas Gruner, has been assisting with the evaluation and measurement process of the Mahalach fund on a volunteer basis since its establishment. The Mahalach fund is a family philanthropic foundation established to lead social organizations in the development of independent income. Hadas has built a comprehensive and professional evaluation and measurement process which includes objective and subjective outcome indicators that measure the changes in organizations following by the fund's program. Additionally, Dr. Gruner examined the relations between the fund's activities and actual results by developing long term indices. Working with Hadas gave the foundation tools for social action and for effective and significant philanthropic contribution.

During the years 2007-2017 Hadas worked at the Pedagogic, Planning and Evaluation Unit at the Education, Culture and Sport Administration of Tel Aviv-Jaffa Municipality. As her manager over the years, I have been privileged to work alongside a first-rate professional with planning skills, organization and team leadership, in the areas of evaluation and in any other fields that Hadas handled and managed. As part of her role, Hadas led complex and sensitive processes, at headquarters and in the field, while creating cooperation between various officials. The tasks included: Implementation of dozens of evaluation studies, at municipal and school, in all fields of education (formal and non-formal); Training and leading teams in planning, knowledge management and evaluation processes; Training of school assessment coordinators; Partnership in writing the annual and multi-year work plans of the administration and monitoring their implementation; Partnership in writing a strategic master plan; Promotion of urban and school investigations.

I worked with Hadas, who supported the high schools and the education department in Kfar Sava for two years. Hadas led a process of assimilating tools to solve systemic problems and adapting them to the organizational culture of each school and the education department. She also assisted the school staff in the city to write a school work plan. Hadas worked professionally and sensitively, in a way that inspires trust based on excellent human relations. In light of this, Hadas was greatly appreciated by school principals and other high school officials in the city's schools and in the Education Department. The leadership of these complex and sensitive processes contributed greatly to the development of a culture of organizational learning based on data in schools and in the city's education department.
